UPDATE | Ambetter Health: October 2026 Broker Bulletin — 2027 Certification, Compliance & State Updates

For TBI Health/ACA Agents | Broker Use Only — Not for Client Distribution

Ambetter Health’s October broker bulletin includes important reminders for 2027 certification, application documentation, state-specific requirements, and upcoming Open Enrollment. Review the sections below to identify the actions that apply to your business and prepare for the 2027 plan year.

1. 2027 Broker Recertification

Federally Facilitated Marketplace (FFM)

Agents must complete 2027 FFM recertification to sell Ambetter Health plans during the 2027 Open Enrollment Period and avoid disruptions to commissions on active policies. Agencies or principals receiving commissions must also complete recertification.

Important reminders:

  • Your National Producer Number (NPN) must appear on the CMS 2027 certification spreadsheet.

  • Ambetter Health cannot accept a copy of your FFM certification as proof.

  • If you completed certification but your NPN does not appear on the spreadsheet, contact CMS directly.

Resources:

State-Based Exchange (SBE) Recertification

Agents selling in the following states should review the applicable certification requirements:

  • Arkansas: Complete FFM certification and Arkansas State-Based Exchange certification.

  • Georgia: Pre-register on the Georgia exchange and complete producer certification training.

  • Illinois: Pre-register on the Illinois exchange and complete producer certification training.

  • Kentucky: Complete state exchange certification and email a copy to [email protected].

  • New Jersey: Complete state exchange certification and email a copy to [email protected].

  • Nevada: Complete state exchange certification and email a copy to [email protected].

  • Pennsylvania: Pre-register on the state exchange and complete producer certification training.

  • Washington: Complete state exchange certification and email a copy to [email protected]. Include the effective date of the certification in your documentation.

Confirm the requirements for each state where you plan to write business.

2. New CMS Documentation Requirement for PY2027

CMS is adding a verification step to the auto-reenrollment process for Plan Year 2027 involving Social Security Number (SSN) or immigration documentation.

Each non-newborn applicant must have a verified SSN or immigration document on the applicable application. If the requirement is not met by December 15, 2026, an enrollee may still be automatically reenrolled, but CMS will remove the NPN from that enrollment.

What agents need to do:

  • Work with applicable clients to update their 2026 and/or 2027 applications with the required verified documentation.

  • Complete the necessary updates by December 15, 2026.

  • Review applicable applications proactively to help preserve the NPN on enrollments and avoid potential commission impacts.

3. Arkansas: ARHOME Program Participation Ending

Ambetter from Arkansas Health & Wellness will end participation in the ARHOME Medicaid Expansion Program on December 31, 2026. Existing 2026 Ambetter ARHOME policies will not renew for Plan Year 2027.

What agents need to know:

  • Affected members remain covered under their current plans through December 31, 2026.

  • Members will receive communication from Ambetter with information about the program exit.

  • Beginning November 1, 2026, members can shop for a new plan during Open Enrollment.

  • Members need to select a new plan by December 15, 2026, to avoid a gap in coverage.

Ambetter from Arkansas Health & Wellness will continue offering Marketplace plans statewide in 2027. The bulletin lists these plans:

  • Elite Bronze (QualChoice)

  • Elite Gold (QualChoice)

  • Signature Expanded Bronze (QualChoice)

  • Signature Silver (QualChoice)

  • Signature Gold (QualChoice)

7. Washington Healthplanfinder: Collecting Race, Ethnicity and Language Information

Ambetter Health encourages agents assisting Washington Healthplanfinder applicants to offer clients the opportunity to provide race, ethnicity, and language (REL) information.

According to the bulletin, this information can help health plans identify health disparities and improve outreach and services. Agents can explain that the information is protected health information and that it may be shared with doctors to support treatment, but may not be used to make benefit decisions.

Use the carrier’s Notice of Privacy Practices for additional information about how protected health information may be used.

Prepare Now for 2027 Open Enrollment

Review your certification status, confirm state-specific requirements, check client applications for outstanding documentation, and make sure your broker portal information is current. Taking these steps now can help you prepare for OEP and avoid preventable enrollment or commission issues.

This bulletin is intended for broker internal use only and is not for client distribution. Refer to Ambetter Health and the applicable state exchange for official requirements and current resources.
