Cincinnati Life Voluntary Payroll Deduction Program
Cincinnati Life Expands Guaranteed Issue Guidelines for Voluntary Payroll Deduction Products
Cincinnati Life is enhancing its Voluntary Payroll Deduction Guaranteed Issue guidelines effective September 1, 2026, giving agents and agencies partnered with The Brokerage Inc. new opportunities to expand coverage conversations with employer groups. As part of this update, the carrier's Simplified Issue option will be discontinued, with all future guaranteed issue cases moving to the new, expanded framework.
These changes reflect Cincinnati Life's ongoing effort to align its guaranteed issue guidelines with evolving employee benefit needs, streamlining eligibility while increasing available coverage amounts across employee, spouse, and dependent categories.
What's Changing
Under the new guidelines, guaranteed issue limits are increasing substantially across the board:
Employees (ages 18–70): Guaranteed issue coverage is increasing to $150,000, available through any combination of Whole Life, Term Life, or Term Return of Premium (ROP) products. This is a meaningful jump from the prior tiered structure, which capped coverage at $100,000 for employees ages 18–50 and reduced availability significantly for older age bands.
Spouses (ages 18–70): Guaranteed issue coverage is increasing to $50,000, available through Whole Life or Term ROP. Previously, spousal guaranteed issue topped out at $25,000 depending on product selection.
Children and grandchildren (15 days–17 years): Guaranteed issue Whole Life coverage is increasing to $25,000.
Dependents (ages 18–25): Guaranteed issue coverage of $25,000 is now available through Whole Life or Term ROP, provided the dependent is a full-time student, unmarried, and not enrolled in the military.
It's worth noting that eligibility for employee and spousal guaranteed issue continues to require active, at-work status of at least 20 hours per week, whether working remotely or in person for an external employer.
Transition Period and Timing
The new guidelines apply to authorized cases with enrollments beginning on or after September 1, 2026. Any case currently in the enrollment process will continue to be evaluated under the existing guaranteed issue guidelines, so agents with active cases in the pipeline should confirm timing with their Cincinnati Life representative to understand which framework applies.
Applications that do not qualify for guaranteed issue will continue to be routed through traditional underwriting. Virtual enrollment remains available for both Term ROP and Whole Life products, and agents should note that incomplete applications will be returned and must be resubmitted with updated dates and signatures.
These updated guidelines apply in all states except California and New York.
Rate Sheet and Marketing Material Updates
Alongside the guideline changes, Cincinnati Life is updating level pay consumer rate sheets across all products to reflect premiums for face amounts above $100,000. Whole Life consumer money purchase rate sheets will not be updated for face amounts exceeding $100,000; agents should refer to level death benefit rate sheets for cases above that threshold.
Several agent- and consumer-facing marketing materials related to Voluntary Payroll Deduction products will be temporarily unavailable starting September 1, 2026, while they're updated to reflect the new guidelines. Updated materials, along with the current library of supporting resources, can be accessed through Cincinnati Life's Agent Login portal under Life, Resources and Marketing Materials.
What This Means for Our Partner Agencies
This expansion gives agents meaningfully more room to work with when presenting voluntary benefits solutions to employer groups, particularly for higher-earning employees and families seeking additional coverage without the friction of full underwriting. With higher guaranteed issue limits across employee, spouse, and dependent categories, this is a strong opportunity to revisit worksite marketing conversations and highlight the added flexibility to both new and existing employer groups.
