Everything You Need to Sell BCBS This AEP: IL and NM
Everything You Need to Sell BCBS This AEP
New Mexico plan changes, Med Supp guaranteed issue, Illinois materials, and every BCBS contact in one place
A New Mexico client's Blue Cross Medicare Advantage plan isn't coming back for 2027, and you're the one who has to rewrite them. Doing that well means knowing what's left in the lineup, which doctors are still in network, and where the right forms and fax numbers are before you sit down.
Blue Cross and Blue Shield of New Mexico (BCBSNM) and Blue Cross and Blue Shield of Illinois (BCBSIL) have both released their 2027 AEP materials. Here's what changed, what you can use, and who to call.
New Mexico: What Changed for 2027
Most MAPD plans are discontinued. The only BCBSNM MAPD members who will be crosswalked to a new product are HMO D-SNP members. All other plans are discontinued, so those members must be rewritten to another policy.
The 2027 Medicare Advantage lineup. BCBSNM is offering one HMO-POS plan and two D-SNP plans for 2027:
Blue Cross Medicare Advantage Basic (HMO-POS) H3822-002, available in Bernalillo, Sandoval, Torrance, and Valencia counties
Blue Cross Medicare Advantage Dual Care (HMO-POS D-SNP) H3822-018
Blue Cross Medicare Advantage Dual Care Plus (HMO-POS D-SNP) H3822-017
Basic (HMO-POS) at a glance. $0 monthly premium, $7,150 in-network MOOP, $0 PCP and $55 specialist copays, $0 Tier 1 and Tier 2 drugs, and a $200 drug deductible that doesn't apply to Tiers 1 and 2. It includes dental, vision, and hearing coverage, SilverSneakers, and Blue365, with an Optional Supplemental Benefits dental plan available for $38.10 a month. BCBSNM also notes lower Tier 1 and Tier 2 copays compared to 2026. See the Summary of Benefits for complete details.
D-SNP extras. The D-SNP plans include dental, vision, and hearing coverage, MDLIVE telehealth, SilverSneakers, a 24/7 nurse line, transportation, a meal benefit, and an over-the-counter allowance. SSBCI Extra Health and Wellness Benefits, including nutritional and dietitian support and a quarterly healthy grocery allowance, may be available to members who meet the plan's criteria.
Providers still contracted for 2027. This isn't the full list, but BCBSNM has confirmed these major hospitals and providers. Check the full directory before you recommend a plan, and BCBSNM will share any network changes or additions.
Albuquerque: Lovelace (hospital and doctors), UNM (hospitals and doctors), Heart Hospital, Optum, Oak Street, NM Orthopedics, and more
Las Cruces: Memorial Medical, Mountainview Regional, Three Crosses
Eastern: Roosevelt General, Eastern NM Med Center, Lovelace Regional
Northern: St. Vincent Hospital (Santa Fe), Holy Cross, Mercy Medical (Durango), San Juan Regional
Western: Cibola General, Rehoboth McKinley
New Mexico: Med Supp Guaranteed Issue for Clients Losing a Plan
Members who are losing a BCBSNM MAPD plan have a guaranteed issue (GI) enrollment period for BCBSNM Medicare Supplement plans, and BCBSNM doesn't restrict which plan they can choose, so they can enroll in Plan G, Plan N, and others. BCBSNM pays 8.5% on Medicare Supplement written business, including both GI and underwritten business, though that could change as of April 1, 2027. BCBSNM Medicare Supplement rates change every April 1.
Blue Dental Plus is a natural cross-sell, with two stand-alone plans (Premier and Standard) available statewide. Applicants enrolled in a BCBSNM Medicare Supplement plan may be eligible for a 5% monthly premium discount on Blue Dental Plus.
New Mexico Administrative Code requires agents to ensure they are not selling excessive insurance, and BCBSNM notes that selling excessive insurance could result in a formal review of all submitted Medicare business.

BCBSNM's three guides cover everything from enrollment forms and formularies to event planning and CMS marketing rules. They're for your use only and not to be emailed to prospects, though you can view them on a device with clients.

Before AEP Opens October 15
As of October 1, 2026, you can market 2027 Medicare Advantage plans, host marketing and educational events, meet with clients when a Scope of Appointment is completed before the appointment, and provide a blank enrollment application for a client to complete on or after October 15, as long as your name and writing agent ID don't appear on it. You cannot solicit Medicare Advantage enrollments or accept or submit applications before October 15. Follow the CMS Medicare Communications and Marketing Guidelines throughout.
Before You Enroll
Use your producer number, not your agency number. When enrolling a client online through Blue Access for Producers, or on a paper application, log in with your individual producer number. Using your agency number puts your agent of record status and commissions at risk.
Include your NPN. CMS requires your National Producer Number on MAPD enrollment forms when you assist with the application, and enrollments may be rejected if it's missing.
Register for the Producer Experience Portal. Once registered with your individual email address and producer number, you can view and export your book of business, run reports, quote and enroll clients, and add a delegate user. Register at
Agents do not collect premiums. Members choose a payment method at enrollment, and those who don't choose one receive a paper bill.
