New UHC AARP Med Supp Rules and 2027 Rates in 9 States

October 08, 2026•6 min read

Birthday rule, underwriting, and documentation changes now in effect, plus 2027 rates for New Hampshire, Oklahoma, and Oregon

A Kentucky client wants to move from one AARP Medicare Supplement plan to another, and the plan change that went through without a hitch last spring now means a new application and health questions. Rules like that are shifting state by state, and finding out after the application is in costs your client time and costs you a second appointment.

UnitedHealthcare has rolled out changes to AARP® Medicare Supplement Insurance Plans insured by UnitedHealthcare® Insurance Company (UHIC) in seven states, along with 2027 rate changes in three. Find your states below.

Rule Changes Now in Effect

Louisiana (effective August 27, 2026)

Annual 63-day Birthday Enrollment Period. UnitedHealthcare must receive an application or plan change request for eligible individuals starting on their birthday and ending 62 days after. The 30-day window before the individual's birthday, during which UnitedHealthcare could receive an application or plan change request, has been eliminated.

Eligibility underwriting. Eligibility underwriting now applies to all new enrollments and current insured members changing plans outside of the Annual Birthday Enrollment, Guaranteed Issue, or Medicare Supplement Open Enrollment Periods.

Wyoming (effective August 27, 2026)

Eligibility underwriting. UnitedHealthcare has transitioned to eligibility underwriting in Wyoming. This includes all new enrollments and current insured members changing plans outside of the Annual Birthday Enrollment, Guaranteed Issue, or Medicare Supplement Open Enrollment Periods.

Idaho (effective September 24, 2026)

Application timing. UnitedHealthcare must receive an application or plan change request for eligible individuals on the individual's birthday and no later than 63 days after their birth date. The 30-day window before the birthday has been eliminated.

Documentation. If the individual is replacing coverage from another insurer, documentation from their current insurer needs to include the individual's name as the insured, the current plan code, and confirmation that the plan is still active.

New applications are required for Idaho starting September 24, 2026.

Oregon (effective September 24, 2026)

Documentation. If the individual is replacing coverage from another insurer, documentation from their current insurer needs to include the individual's name as the insured, the current plan code, and confirmation that the plan is still active.

Kentucky (effective September 24, 2026)

These changes apply to AARP Medicare Supplement and Medicare Select Insurance Plans insured by UHIC.

Annual 60-day birthday enrollment period. UnitedHealthcare must receive an application for eligible individuals no later than 60 days after their birth date. The 30-day window before the birthday has been eliminated. Documentation of the current plan is required, such as a letter from the current insurer, or a current copy of the ID card and billing statement.

Internal plan change underwriting. Current members with an AARP Medicare Supplement or Medicare Select Plan (UHIC) with an effective date of June 1, 2010, or later who want to switch to another AARP Medicare Supplement or Medicare Select Plan (UHIC) need to submit a new application, answer health questions, and go through underwriting. This applies to applications UnitedHealthcare receives on or after September 24, 2026. Members with a plan effective date before June 1, 2010 continue under the existing plan change rules.

Exceptions. A current member does not need a new application or underwriting when requesting a change to UHIC Plan A, K, or L, or a change from a UHIC Medicare Select plan to a non-select UHIC plan that provides the same or less coverage for the Medicare Part A deductible and Medicare Part B excess charges. For changes to Plan A, K, or L, you can use the AARP Med Supp Plan Changes Form 4PC or the Member Service Request Tool in Jarvis.

New applications are required for Kentucky starting September 24, 2026. For more detail, see the AARP Med Supp Plan Change Guide on Jarvis.

Rhode Island (effective September 24, 2026)

Guaranteed Acceptance AEP eligibility. Rhode Island's AEP continues to align with the Medicare AEP, running October 15 through December 7, but eligibility has changed. Consumers are now eligible if they currently have a Medicare Supplement or Medicare Advantage plan and have maintained continuous coverage in a Medicare Supplement plan, Medicare Advantage plan, or another form of credible coverage with no gap exceeding 90 days since their Medicare Supplement Open Enrollment Period (OEP). This replaces the previous requirement, which measured continuous coverage from the individual's Medicare Initial Enrollment Period (IEP). Credible coverage includes employer-sponsored health coverage and other qualifying health coverage.

Eligibility underwriting. UnitedHealthcare has transitioned to eligibility underwriting in Rhode Island. This includes all new enrollments and current insured members changing plans outside of Guaranteed Issue scenarios, the Rhode Island Annual Enrollment Period, or Medicare Supplement Open Enrollment Periods.

New applications are required for Rhode Island starting September 24, 2026, and are included in the Rhode Island Enrollment Kits on the Sales Materials Portal, accessible through Jarvis.

Missouri (effective September 24, 2026)

Proof of coverage for Guaranteed Issue switches. Applicants using their Guaranteed Issue right to switch Medicare Supplement plans within 30 days of their policy anniversary must provide proof of current coverage. Along with the applicant's name and policy anniversary date, documentation verifying their existing plan is required, such as a letter from the current insurer, or a current copy of the ID card and billing statement. Sending it with the application helps avoid delays.

New applications are required for Missouri starting September 24, 2026.
