The 2027 Final Rule Refresher: Everything in One Place

October 22, 2026•2 min read

A reminder of what changed under the 2027 CMS Final Rule, plus every resource we have shared, in English and Spanish

It has been several months since the 2027 CMS Final Rule was announced, and AEP leaves little time to go digging for the details. A quick refresher can save you a second guess in the middle of an appointment.

This post recaps what changed and pulls together the CMS Final Rule Quick Reference Guide, the AEP compliance update, two Broker Link podcast episodes, the blog, and the 2027 Medicare Advantage Reset, a practical guide to protecting and growing your book of business.

Three Reminders

The 48-hour wait depends on the plan year. As a refresher, the 48-hour Scope of Appointment waiting period is eliminated for 2027 plans, effective October 1, and it still applies to 2026 plans. If you sit down with someone aging in during November or December on a 2026 plan, you still wait the 48 hours. The change does not apply because the calendar flipped to October. It applies based on the plan year you are selling. The AEP compliance update goes through it in more detail.

The TPMO disclaimer has new standardized wording. It began October 1. Because it is standardized, it must be stated verbatim everywhere it appears, so copy it from the Quick Reference Guide or from the card below rather than paraphrasing.

The Reset is your plan for your book. The 2027 Medicare Advantage Reset puts it plainly: this isn't a breakthrough, it's a reset, and retention is the new battle. It lays out a four-part playbook (annual reviews are mandatory, stop leading with extras, use SOA flexibility to scale, and focus on better clients) with talk tracks you can use with clients. It is also available in Spanish.
